Challenge
The Chicago Public Schools Creating a Respectful Environment ("CARE") program was developed to funnel students leaving correctional institutions and safely integrate those students into Chicago Public Schools ("CPS"). Bronner was tasked with conducting a management and operational assessment of the CARE program. Bronner's key points of focus were the effectiveness of the tracking process, determining the primary type of student issues that CARE addresses, the level of time and resources devoted to each issue, and revealing the obstacles that prevent CARE from accomplishing its mission.
Solution
In order to complete this assessment, Bronner developed detailed process diagrams mapping the progress of a student through the program, while paying close attention to key decision points in the process. In addition, the Bronner team developed a questionnaire created to gather specific facts and opinions from each administrative person involved in the program. In order to ensure a collection of a broad scope of information, questions were modified for each interview to more accurately correspond with each CARE member's position. After evaluating responses, mapping key processes, and benchmarking the program against others around the country, Bronner assembled a comprehensive report of findings with recommendations to fill holes in the program and improve the overall performance and effectiveness of CARE.
Results
The assessment delivered by Bronner met the objectives outlined by CPS, as suggestions for improving tracking processes were established and implemented.
